Facebook Testing New Twitter App Called Penguin FB?

There are rumours circulating that Facebook is looking into getting its own twitter like app. The name of that app is supposedly Penguin FB. At the moment this is only speculation, but it is common knowledge that Facebook has always being interested in the Twitter App.
